Charges won't add to Charges table

I'm having this problem in both .75 and in .86. I go to add a charge, a =
pop up window appears showing the insert statement that it's going to =
make into the charges table. I hit OK, and it disappears. If I go to =
SQL server and query on that table, there are no rows in the table.

Has anyone else seen this problem? It's like the SQL is being shown to =
the screen in lieu of being run.
