Select Other as the pay method. Other is designed for external billing,
and the newer Emeralds will not bill any accounts with that pay method
type.

Note, Emerald does NOTHING for these accounts. Its up to your external
program to bill, extend, etc. Its as if they aren't there, but RadiusNT
will still authenticate them as normal.
