Any base charges are defined at the service level. Therefore you
configure the service for $20/month and create a rate with the
standard time from 7am to 7pm with standard charge of $1 and
standard hours of 0. Then define a primary rate from 7pm to
7 am with a primary charge of 0. Emerald 2.5 changes the interface
for this to make the time charges easy to define.
