[Emerald] MBR problem

Hi everybody
We are using emerald 2.1.11 and radiusNT2.5.
We had no problem, we could add new MBR.
But, we add some new services and new regions and after that we could not add
new MBR and it says '380:Invalid Property Value'.
We can edit MBR, but can not add new MBR.
Does someone met this problem. I would appreciate your quick response.
