[Emerald] Failed email account creation

Hi I run E 2.5.229, PO v3.0 release 0122
in client I create a new MBR, then a new service using my service type STAFF
which uses the External Postoffice 3 External.
While in the EmeraldAdmin, I hit test mail and get about 10 mails in my
mailbox. when I create the new account it says writing the account in the
statusbar for about 1.5 minutes then comes back saying SendMail Failed:
Error 5
What should I look for?
Client is on Win98
