[Emerald] concurrency Control Problem

Hi, I'm having a problem with the concurrency control option in Radius. I
assume that my calls online in Emerald are being tracked incorrectly,
because when I check the concurrency control option (only 1 user on-line
allowed), many users who aren't logged are rejected. When I did some
testings I found that it rejected me in a randomly fashion, say in 1 out of
5 login attempts. Radius -x15 keeps saying: "found user on-line 1 time(s)"
even though this is not true.
Any suggestions? I'm using RadiusNT 2.2.41 & Emerald 2.1.11.
