[Emerald] Problem

I have 2 SQL servers and I want to consolidate on the offline one.
I transfer the database to the second server and then run Emerald
against it and get a Error loading Liscenses and 424 Object Required
when I run Emerald Admin.
This worked two days ago the only thing I can think of is we loaded a
new 1000 MBR licensee. I deleted the offline Emerald database and
recreated it with no luck.
