If the overlimit is non-null/non-zero, RadiusNT simply checks to
see if the balance is larger than that. If it is, you'll get a -1
expiration message in RadLogs and the user is not allowed on.
If the overlimit is null/zero, RadiusNT uses the Expiration date
just like older versions did.

Invoicing has no affect or reliance on the overlimit field. Its
soley for authentication control.
