[Emerald] No FTP access with Email only accounts

We setup users to allow them a free second email only account. It seems
that those email-only accounts can also login and upload to the FTP
directory. How can we limit a service to email only and not have FTP access
or dialup access? We already can prevent second email accounts from
dialing in which is what we want.
We are using Emerald, NTMail and Serv-U.
One observation looking at Emerauth Admin - under the Serv-U tab,
there is nothing there. Should there be???
