[Emerald] Postal Service Charge

I would like an option that allows for me to generate a service charge each
billing cycle.
i.e.. I have clients who would like postal invoicing monthly and some
would like it quarterly. I need to charge them a $2.50 service fee for
each time a postal invoice is generated. What do I need to do to get this
feature set up or is it already available?
