[Emerald] Ghost operators

After deleting a couple of operators they still show up in Emerald in
Security... I double checked and they are not in SQL anywhere... is there a
way to get rid of the ghost operators?

Also, when I assigned permissions in Emerald for a group I created it
wasn't enforcing the restrictions for the operators in that group.

I saw a problem like this in the archives but no answer on how to fix it.
I did see to create the operators in SQL but I wanted to get rid of the
ghost operators from above.
