[Emerald] Master:NewInvoice doesn't add to balance?

We are trying to create an invoice for a piece of hardware we sold a
customer only, so it won't include the charges for the Dial-up accounts. I
pulled up the MBR, clicked on Master, New Invoice, entered a description and
amount, clicked add, clicked close, then clicked save. The invoice is
generated but the amount is not added to the balance when you look at
Billing under the MBR. Is this by design? or are we doing this the wrong
way? Is it possible to have it add the Amount to the balance without editing
it manually?
