[Emerald] expired people are being allowed on-line

In radius 2.5.124 a user that was expired on 11/22/98 is not allowed to get
on-line.

In radius 2.5.152 the same user is allowed to get on.

The same basic fields are included in the sql query except for the addition
of the balance and overlimit fields in the 152 version.

What could be letting these users on-line?

Also, two weeks ago I reported a bug that showed a 1 day difference between
radius's expire and emerald's expire. IEA was going to release a fixed
version of emerald to match radiusnt. Is this done yet?
